North Central Jail Overview
North Central Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation, Bureau of Prisons and Jails. The official facility address is 1 Lois Lane, Greenwood, WV 26415. For Monongalia County, that location can be confusing because it sits in Doddridge County, west of Clarksburg, rather than in downtown Morgantown. West Virginia uses regional jails, so a person arrested by the Monongalia County Sheriff's Office, Morgantown Police Department, WVU Police, West Virginia State Police, or another local agency may be transported to North Central after the arrest paperwork is complete.
The facility page and WVDCR annual reports identify North Central as a regional jail and correctional facility for multiple north-central counties. Sources list Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, Wood, Tyler, and Wetzel in the served-county group, depending on the WVDCR source being used. The facility holds pretrial felony and misdemeanor defendants, sentenced felony and misdemeanor jail populations, and federal detainees under a U.S. Marshals Service contract. That last point matters in Monongalia County because a federal pretrial defendant may be physically housed at North Central even while the case is in federal court.
Custody note: North Central is the county jail search facility for Monongalia arrests, but it is not run by the Monongalia County Sheriff.
North Central Jail Population
The strongest sourced population figures for Monongalia County jail custody are facility-wide North Central numbers, not a Monongalia-only jail census. The WVDCR FY2025 Annual Report lists North Central with a rated population of 564. Local reporting from October 2025, citing legislative oversight discussion, placed the housed population at 825, which was 261 people above rated capacity and about 46 percent over. Older WVDCR annual reports showed high facility use as well, with 821 in FY2020, 803 in FY2021, and 889 in FY2022.
Those numbers describe the whole regional facility. They should not be read as the number of people from Monongalia County alone. The same housing units can include people from several served counties, short-term sentenced jail inmates, and U.S. Marshals detainees. A daily admissions search inspected July 2, 2026 showed six admissions for North Central that day, but that was a daily intake count, not the total population. For a person-level Monongalia County inmate lookup, the name search and daily admissions tools are more useful than trying to infer a county share from facility-wide capacity data.

Look Up North Central Inmates
Current regional-jail custody is searched through the WV Regional Jail Offender Search. That is the correct roster for a Monongalia County person held at North Central Regional Jail. It is free and requires at least the first three letters of the last name. The optional first-name field can help when a name is common. The WV Regional Jail Daily Incarcerations page is a second channel for recent admissions by county or institution.
WVDCR warns that regional jail information can change quickly and may not show the true current location, release date, status, or complete criminal-case history. Sentencing text in the jail search is not a court record. If the person has moved from regional jail custody into state prison, the correct search changes to the WVDCR prison and supervision locator. Federal sentenced inmates are searched through BOP, while a federal pretrial detainee housed by contract at North Central may still appear in the regional jail system.
- Open the WV Regional Jail Offender Search and choose the regional jail name-search path.
- Enter at least the first three letters of the person's last name, then add a first name when known.
- Check whether the result lists North Central Regional Jail or another West Virginia jail facility.
- Use Daily Incarcerations when the arrest is recent and the name search has not yet returned a clear match.
- Confirm court charges through court records because the jail result is a custody record, not the official case file.
North Central Address and Contact
North Central's phone line is the practical contact point for facility-specific custody, visitation, property, and bond-payment questions. The Monongalia County Sheriff's Office remains important for sheriff-generated reports, arrest context, and home confinement questions, but the sheriff does not run a separate Monongalia jail roster. For older custody records that are not online, West Virginia FOIA requests should go to the correct custodian, usually WVDCR or North Central for regional-jail records and the arresting agency for incident reports.

North Central Jail Visitation
North Central visitation is non-contact and must be scheduled ahead of time. The official visitation rules say the inmate submits a request through the kiosk to "Visitation Requests" or uses NCRJ Form 5-0033 if the kiosk is not working. The request window runs from Monday morning through noon Thursday for the following week's visits. Visits are limited to 30 minutes, with one visit per inmate per month unless the facility approves a special visit.
Visitors must be listed on the approved request. Adult visitors sign the logbook and show valid government photo identification. Children need a birth certificate, and a notarized juvenile visitation form may be needed when a child comes with an immediate family member who is not the parent or legal guardian. Visitors are subject to search procedures, including canine search where available, magnetometer, x-ray, and pat searches. Personal items such as phones, purses, pocketknives, watches, diaper bags, and coats must be left outside or secured as directed.
| Day | Public Hours | Type |

Note: The North Central rules state that no local bus service is available to the jail, so transportation should be confirmed before leaving Morgantown.
North Central Mail and Money
North Central-specific public mail rules were not located beyond the visitation and property restrictions, so family should call the facility before sending packages or personal items. WVDCR and vendor sources document deposit channels for jail trust accounts. The WVDCR offender banking page lists phone, web, and app deposit methods, while ConnectNetwork lists West Virginia DCR services. The WV DCR trust deposit slip says money orders should be payable to GTL Financial Services and include the inmate's full name and ID number.
| Service | Provider / Detail |
|---|---|
| Phone deposits | WVDCR lists 888-988-4768. |
| Web deposits | WVDCR directs users to ConnectNetwork.com. |
| App deposits | WVDCR says the ConnectNetwork iOS or Android app may be used. |
| Mail money order | WV DCR trust form names GTL Financial Services and Site ID 179 for phone setup. |
| Packages | Union Supply Direct WV publishes package ordering rules and delivery schedules. |
North Central Jail Intake
A Monongalia arrest normally moves from arrest or surrender to transport, commitment paperwork, booking, screening, and classification. Arresting agencies can include the sheriff, Morgantown police, West Virginia State Police, WVU Police, Granville, Star City, Westover, or a federal agency. Because North Central is a regional jail, the person is usually taken to Greenwood rather than a local Morgantown jail. WVDCR admission depends on lawful commitment or sentencing paperwork, so custody cannot be reduced to a phone call or a press release.
Booking may include identity checks, fingerprints, a booking photograph where taken, property inventory, and entry into the jail management system. Jail staff also perform medical and mental-health screening and then classify the person for housing. WVDCR rules and North Central visitation materials refer to statuses such as segregation, administrative segregation, disciplinary segregation, and watch status, all of which can affect visits or movement. If a person was just arrested and does not appear online, check Daily Incarcerations, call North Central for public information, or contact the arresting agency for report context.
North Central Records Context
North Central opened in August 2001 and is described by WVDCR as one of the largest jails in West Virginia. Its role in Monongalia County is practical rather than geographic: it is the facility where many local arrestees appear after transfer into the state regional jail system. The facility is also tied to broader West Virginia jail conditions reporting. October 2025 coverage placed North Central above rated capacity, while the research found no Monongalia-specific consent decree or current class-action litigation against North Central in official sources.
For records access, separate custody, court, and arrest-agency records. North Central and WVDCR are the sources for regional-jail custody. Monongalia courts control court filings, charges, dispositions, and copies. The sheriff or police agency controls its own incident or arrest reports. The broader Monongalia County jail inmate records page explains the full lookup chain when a person may have moved from booking to court to state or federal custody.
Note: Confirm custody, visitation approval, and travel conditions with North Central before driving to Greenwood.
